As usual, I didn't get all my planting done in fall. I have about (20) one gallon pots of various shrubs and plants in my garage. Should I water them at any point, or will that cause their roots to root? Right now the soil in the pots is frozen solid. I didn't want to leave them sit outside over the winter....tried that in the past and everything died.
Any help appeciated!

I have potted roses in my garage and I give them all a little drink about once a month. I don't waterlog them but I think they still need some water in the winter. My pots and the soil in them are not frozen though like you say yours are.
