I was over at my brothers today admiring my SIL's gardens. She has a wonderful Arctic Willow. We noticed quite a few spittle bugs among the foliage... but I had never seen anything like this! This is the base of the bush. The lower limbs were covered with this foam. Is this from the spittle bugs? Ive never seen an infestation this bad. It was disgusting! The plant didn't seem to be suffering from them at all. If it weren't for the foam you'd never know they were there.
