Pest Identification

Does anyone know what this fuzzy white stuff is that I keep finding underneath the leaves of my malva plants? It seems to be the home of some kind of white hopping insect.
We've also discovered it on several other plants. We've tried spraying it off with water and using BugBGone.

It looks like the Giant White Fly.

As the problems get worse, the leaf will look like it has a white beard growing from it. This has been a very big problem here in Calif. for several years. It was attacking the Hibiscus and orange trees very badly. They finally released a special type of wasp that eats the white fly and the problem is getting better, but not eliminated yet.

Isn't Dave's Garden wonderful. My Hibiscus has been plagued by this and now I know what it is. I hose it down every couple of days and they seem to be somewhat less but not gone.

Do you know how one can get some of these wasps?

No George I don't. I just know that "they" put them out. I can't remember who "they" were. lol Possibly some state extension office.
