Florida weeds

I'm hoping someone in Florida can help me. My parents live in Florida and they're looking for help with weeds in the flower beds and the lawn. My Mother is wondering if she puts layers of newspaper then mulch in the flower beds if it will help with the weeds. They are here in NJ in the summer so they aren't there to weed. thanks
