royal poinciana

i have a royal poinciana which has a bole approx 5 inches thick and a 16 foot wide canopy of foliage. it has never flowered. although i am entranced by its foliage, i'd like to see it flower, too.

i live in bradenton, fl, zone 9b. we had a light freeze (maybe one hour long) last year, and have almost every year, and it dropped all its foliage, but came back vigorously in the spring. no flowers. the county agent in sarasota said it had to be an established tree to flower. hey, the tree is 3 years old and not small; when does it classify as established?
