what has a white fuzzy head or bum?

i've been seeing these little bugs around. what are they. picture isn't that good, but the best i could do, shows the bug inside a zinnia blossom. it has a white fuzzy thing coming out of its head or bum. good guy or bad?

I believe it's a type of leafhopper. Does it jump when you touch it? I have white ones like it--they are fond of my ligularia. Not a good guy.
