Help with Thunbergia var. too big!

I am having great luck with my Thunbergia Sunlady. I have it growing up hardware cloth I wrapped around my downspout but it has outgrown it. Should I cut off the top growth where it has nothing to attatch itself to? It has not bloomed yet. Do the blooms come out all over or at the top new growth? Right now about 15" are just blowing in the wind and I am afraid a good blow will take the whole vine down. Thanks!
