I.D. this basil-chomping "beetle"?

Hi!
I've got some little black insects on my basil. I've looked through galleries of pests, but I can't figure out what they are (much less how to get rid of them...I've just been flicking them off when I see them).

They're about 2mm in length, and I think they're the ones eating the holes shown in this picture...
