VAT taxes for EU - coming to DG?

What in the world has "...This means that American companies selling downloadable music, movies, games and software to customers in the EU might have to collect taxes..." got to do with DG anyways??? Did anyone really read the link Dave started this thread with?

On July 1, the 15-nation EU will begin collecting the VAT, or value-added tax, on sales of digital goods and other electronic transactions from U.S. and other non-EU companies.

This covers subscription-based web services. A Dave's Garden subscription is a "digital good".

Dave, in Germany, a subscription to a Gardenforum like yours is tax free.

We have many so called flower or garden societies which are financed by members fee. Davesgarden can be compared with them, the only difference is its electronic.

Well, I run an internet business and this is the first I've heard of this EU VAT on internet sales originating outside the EU. And I have alot of EU sales of product. Today, when I ship product the consumer in the EU pays VAT when the goods are received. This is a whole different ball game. So I started searching the web and found this article.

The first line of the article says the EU ministers passed this new law. That's over 1 year ago. Are we sure this isn't an ongoing debate just like the US internet tax debate?
