Japanese anemone seeds

I am trying to collect seeds for a friend. For this plant, are the seeds the tiny dots on the white fuzz, or in the tiny, hard center the fuzz attaches to? Does anyone know?

The seeds are the little brown hard things the fluff is attached to.

They germinate ok with the wool on but slightly better if you rub the fluff off gently between some sandpaper.
