Okay here it is. You asked for it. LOL Nothing fancy and the whole thing cost less than $30. It will hold 32 square feet of plants. I know 12 flats will fit with room to spare because that is how many my grow stand holds. :) It is just two 2x4, with one cut in half, Four lengths of 1 inch pvc, eight u brackets, long galvanized screws, duct tape and heavy painters plastic. When I moved it this spring, I put down landscape fabric then the house, then filled with good potting soil. Now I can use it for winter sown seeds, no weeds grow under it and if the plants outgrow their cells they have nice dirt to grow into as well. When I am done, I can just dump the soil and till it in. :) Oh, the ends are secured with the duct tape. The plastic is stapled on the back and taped over. For the front, I stapled the plastic to a 2x2 and also taped it so I can raise and lower it.

The only thing I would change-put T's on the top of the pvc and run one across. It would make it more sturdy. I have no idea why I never thought of it before. LOL
