Rose Propagation

I am new to rose propagation and have a 2 roses (cecil bruner and stainless steel) that I would like to propagate.
Does anyone know how large the cuttings need to be, and if the rose is in bloom, or has buds, do I need to cut them off. Any help will be appreciated. Thanks!!

And you may want to have Dave move your question to the propagation forum, where it's bound to get some attention from folks with more propagation expertise than I possess.
