My parents had their front yard dug up for a new septic system. they're not going to plant grass. If they cover the area with newspaper and mulch to keep the weeds down will ground covers they plant actually spread?

they will have to open a hole and plant in the ground cover. Things like ajuga will send out runners, they can open up new holes for the baby plants on the end of the runners, this will work for vinca etc==can also let some weeds in, but both make thick covers; giving them a real head start on any weed seeds.
