...the Eastern Tent Catipillars? We are literally swamped with them here. If you stand still, you can watch the crawling around in the grass, they're on fence posts and of course some many of the trees. There's no way to get rid of them except for spraying specific trees and shrubs. Here's what they look like: http://www.fs.fed.us/na/morgantown/fhp/palerts/etc/etc.htm
