Birch Tree Canker?

Hi folks. I'm pretty sure this is a canker of some sort and was hoping someone here could confirm. (There are at least 4-5 on the tree.) If I remove this tree and plant another in the same soil will I have the same problem? (Cross-posted to Trees & Shrubs)
