This was supposed to be a flowering tree we planted. It’s not. Any idea what it is?

Maybe it has not flowered - yet?
Perhaps you could take and post some additional diagnostic images. It appears to be growing quite vigorously, so you could prune off an excess branch (like one of the lowest ones, or one growing toward a window), lay it down in good light, and take clear closeups of the top/underside of the leaves, the petioles, any stipules present, buds, stem characteristics like lenticels, etc. Take a clear closeup of the trunk/bark.
With the one image, it smacks me as being a Cherry species (Prunus sp.). Sometimes, there are species that do not bloom at an early age.
