Complete Beginner - How to clear out old garden?

Hi All,

I’m as new as they come to gardening and have taken on a project sorting out the garden in our new house. Pray for me! Lol. I have been researching for a couple weeks but something I feel I am not clear on is simply how to wipe out the old garden full of what I think are weeds and prickly shrubs and stuff. Do I simply just pull everything out and lay down a layer of soil? That seems like I am surely missing some important steps. Any help would be really appreciated!!
