Planning new garden; need advice

I haven't gardened for several years and did have one last year but it was plagued by blights and other various diseases. I used sprays but too late to save my plants. I am changing the garden to a different area in my yard and would like advice on how to pretreat the soil to kill any residue of whatever bad bacteria, germs, diseases, etc. to get a new start.
