A tale of two boule de neige rhodos

I have two of these cultivars in my foundation beds. The Rhodo on the NE side appears to be thriving. However, the shrub on the NW side has been displaying curled drooping leaves since early fall. I know the leaves curl in cold weather, but can’t understand why one perks back up when it is warm while the other stays drooped. I have a plied name oil, and iron foliage spray and a copper fungicide to no avail. I emailed the supplier, rhododendronsdirect.com, and Jim replied immediately stating he saw no signs of fungal infection and recommended I replant on a higher bed to allow for better drainage. I did so two weeks ago after amending the planting site with shredded pine bark, coarse sand, quality gardening soil, coarse perlite and peat. There has been no improvement however.
Any ideas what could be causing this issue? I have attached photos of the healthy rhododendron and my sad rhododendron.
