Not necessarily. A mobile deficiency would be made mobile by the leaf veins, so you would expect the deficiencies to occur next to leaf veins, and that doesn't seem to be the case here. A disease caused by a virus or fungus is possible.

Could be an aging issue as it is normal in older leaves. Remove and discard.
