I have planted moon flowers, Grandpa Ott's and Heavenly Blues together and they are climbing like mad on my trellis. I had some moon flowers open early in the climbing but most just shriveled up and never opened, I attributed that to it being so young. My Grandpa Otts are flowering like crazy! But I have not had one Heavenly Blue, and not sure if I even have any buds but I know the vines are there. Do they blossom later in the season? I grew these from seed starting in late March inside.
Also, all my lower leaves seem to be turning yellow :-( they aren't getting too dry as I water them everyday if it hasn't rained and they are in the sun all day. Could the small containers (first time planting, underestimated the amount of growth) be drying too fast?

Heavenly Blues not flowering
You could be over fertilizing them. Morning Glories won't blossom if over fertilized, but will put on lots of leaves. Cut back on the fertilization, and see if they start to bud.
