Hello everyone. I'm sorry if this is not the correct section to post, but I'm totally clueless as to what this is that has appeared all over this bush in my garden. It is not on any other plant as far as I can see.

Hard to make out but looks like mealy bug.

I cant see anything that actually looks like a bug. It's like tiny bits of cotton flecks all over. I will inspect it again later.
