Oleander arrived with white spots

I just bought a pink Oleander plant, which arrived with white spots on the leaves. I can't tell if this is because of a treatment the gardener gave it or if it's a disease.

Also if anyone has any good advice for keeping a potted Oleander healthy I would appreciate it. :)

The pictures are a bit out of focus but it looks like dry residue from a chemical treatment.
