I dug up a customer's dying B&B Hemlock's and this is what I found pictured. I did not plant these or purchase them. Is this normal? I know some stock that I get is dug out of clay but this seems like overkill. Thoughts & opinions?

That looks like some stuff that would not be good for plant roots. It should be replaced with some decent garden soil. Maybe scatter that stuff thinly under some trees to keep it from doing any damage.
