Buddleja globosa - eaten alive!

Hello, I have a young Buddleja globosa (orange ball tree), about 18'' high and the leave are being eaten, and in some case stripped clean.
Would anyone know how I can protect the plant? Slug bait, horticultural soap just not working. Is it moths?
