I planted two Serbian Spruce Picea omorika in the fall, nice healthy about 4' tall zone 5b. The local deer unfortunately ate the top off each of them though what was left looks healthy. Not sure if they will continue to grow or if I need to plan to replace them.

They should grow fine but it is likely that you may have multiple leaders, so you will have to remove unwanted growth and train a new leader. You may want to put a welded wire column around them until they have an opportunity to develop further. Alternatively you could get a motion detector sprinkler which would spray the deer when they approach the area. While they may not mind if the spruce growth is tasty enough, but I have found some success keeping elk away from hostas with those sprinklers. Good luck
