The leaves on one my tomato seedling is curled inward. I watered it and place it a sunny location but I'm not sure what else to do

Definitely not enough light.
Very true they are etiolated this happens when the light values are lower than the temperature values. In other words, it was too warm inside where you have the plants for the low levels of light that you were providing. You would get better results with a full spectrum bulb in a fluorescent fixture
Thank you, I decided to start over again and planted new seeds with better lighting.
