I am worried that when she starts sitting on her eggs I will scare her when I water the basket. Any tips for watering without scaring her?

Can you water the plants without getting the nest wet? If you can, then just approach without sudden moves and water the plants. The bird will probably leave, but will return in a few minutes after you leave. Incubating birds are usually sort of hard to discourage. No expert here, just what I have observed.
If you can't keep the nest dry while watering, then the choice is between the birds and the plants.
