Yes, that is one of the worst invasive exotic plants. You might consult with a professional before just cutting it down now. It is well-known to sucker profusely from its entire root system, if the main trunk is damaged. That means you will have new sprouts of Tree of Heaven all over your property in relatively short order.
Most recommendations (at least in the Ohio River valley region) are to cut these trees down in the fall as they are going dormant, and immediately treat the cut stump with a high concentration glyphosate pesticide.
You could go ahead and remove the flowering/fruiting structures that are shown in your picture, and destroy them. That at least will prevent some future seedlings from starting.
