Not sure whether to toss or they may come back now that its spring? For example, below, blue echeveria...i watered once a month in winter even though i think its dead....because i read that you may think they are dead but actually just dormant?

Yes, sometimes succulents that look dead can surprise you. That one looks like it's a goner. Push away the rock and give what's left of the stem a tug to see if it pulls out easily.
The don't need watering very often, maybe every 3 weeks. The gravel helps the soil retain moisture and stay wetter for longer.
I have to add we had TERRIBLE luck with our succulents and using gravel. I would say 80% of those my husband added gravel to died to bugs, moisture or random moisture related issues. We have since gone the no gravel route and are having much better luck however we still use it for a few plants... the ones that never got issues lol
Yes, gravel will cause the soil to retain moisture. It sounds like you've found the solution that works for you. Yay!
