Blowing \"fungus\" spores

As my tomatoes ages, many stems had loose powdery "fungus" or mold on them. Many times when I picked a tomato this would fall onto the ground or blow about the garden. Is there something I should do to the surrounding ground to prevent the overwintering of this so my soil is free of pathogens next spring? Yes I rotate, but this stuff blows around.
