Tropical hibiscus

I have two tropical hibiscus that I stored indoors for the winter. I repotted both of them and put them out in the spring? I cut them back a little bit. One is blooming profusely the other is full of leaves and has not one bloom or bud in sight. I fertilize with bloom booster every 2 to 3 weeks. Does anybody know why this is happening? They are both in full sun all day with same weather conditions... Hot in ny state. help!
