SOLVED
On the identification thread it was thought that this might be phlox. Is this a plant I could transplant to another part of my yard? Is there a particular way/time to do it?

Yes, you can transplant it.
If it is a relatively modest size, you should do it now - or at least when the ground is good and moist, like after a day or two of rain.
It likely won't even notice the move...

Best time to transplant is when it's cool..(Early Morning or sunset) Where are you going to plant it? Phlox likes part sun/part shade..
