I took cuttings of my Confederate Rose and placed them in a bucket of water. After about a month and a half I have small leaves sprouting, but I don't see any roots on the cut stems. Should I be patient before planting in soil?

You need roots before you have a viable plant. At this point, the leaves are living off whatever nutrients are stored in the stems.
I have had luck rooting Hibiscus relatives by taking cutting in the summertime and putting them in water with a couple drops of peroxide.
