The leaves are feathery. It seems to grow more in winter. I want to get it transplanted, but, afraid to move it. It is on the east side of our home in NE TEXAS.

It looks like Mullein (Verbascum).
Yes, Verbascum thapsus.
alta is right. I grow a few of these every year, I love the rosette leaves, and have seen goldfinches eat the seeds. You can move it but there is a tap root. Next summer there will be a tall flower stem but the basal leaves decline and are not pretty then.
It's a biennial so it will die after flowering.
