If this is, indeed scale on an indoor plant, how do I treat it?

Yes, scale.
If there are just a few, scrape them off and watch for babies.
If there are too many to treat like that, then I would use a pesticide that is taken in by the plant and kills the pests from the inside. Dexol Systemic Granules is the one I use. I have no idea if it is still available, it has been a long time since I bought any.
