Have an infestation of these bugs on a hawthorn tree. You seem to be the resident bug expert so trying to find out what these are and should I spray or let be.

That certainly looks like it may be the culprit (or a very close relative). I will have to look into some good control products soon.
The problem with sprays to control any of these pests with such extreme waxy coating is the difficulty in getting the sprays to stick to the bug. If you can time the spray to kill the young ones, before they get so much 'fluff' you might have better results.
