These are on my plumeria (in a greenhouse). Thought the spider mites had come back (the leaves look mottled like when I had spider mites), but this doesn't look like the eggs they laid. And I haven't seen ANY webs. I thought it could be rust, but it doesn't look like any of the pics I can find online.
If I spray with a hose for a while, they can be sprayed off, but I'd never get them all. The leaves are curling up and falling off like mad.
Any ideas?
