Long time reader, first time poster!
I'll be moving out of my apartment this year, and don't want to abandon my deck garden. I was thinking that I might wait until November when the plants — perennials like milkweed, aster, coneflowers — are dormant, then sending them bare-root to my mom for planting in her own garden.
My question is: When mom receives the roots, how should she store them? Can they go into peat pots and be stored outside to await spring transplant?

I'm not sure your plants will be completely dormant in November. Bare rooting is usually done in December or January, before the ground freezes solid but after the plants are truly asleep.
I think you can bare root the Milkweed and Coneflower but I have not heard of anyone trying with an Aster. I doubt there would be any difference between it and the Coneflower.
When your Mother receives the plants, tell her to plant them immediately.

She should plant them out immediately, before the ground freezes. Any of these plants will be find bare-root - commercial places sell them that way.
There's no necessity that the plants be "dormant" in order to move them in a bare-root state.
