I have a small ninebark and it has developed spots on the leaves. Can someone tell me what it is and what to do to fix it? Thanks.

Bacterial and fungal leaf spots can look like this. With proper ID you could figure out what to spray them with, before the spots appear.
As late as it is in the season, I would still try to ID it, and find out if a preventive spray can help- perhaps by lowering the population of overwintering spores.
Could it be a soil based disease? A quick Google comes up with some information here ( http://www.leicesters.co.nz/soil-borne-diseases/ ). Any of those symptoms etc look familiar? Just a thought!

Bacterial or fungal leaf spots may overwinter in the soil. The spores are then splashed up onto new, tender leaves with the spring rains. The disease grows in the tissues for a while, then produces spores that may spread via wind or water to new hosts.
This is not a soil borne problem such as nematodes or other pests or diseases that attack the roots.
Got this as a seedling this spring and it's in new potting soil.
