small clumps of very black soil in lawn and grden

I have started to see a great many small ( about the size of a half dollar clumps of Soil in my yard , this soil is very dark and fine almost like ash it disintergrates very easily, does anyone know what this is and how to combat it? Thank you, I just installed window 10 and now I cannot download pictures from my camera if I resolve this I will put the pictures I took up also

Is it mold?
We have a larger-sized mold that is well formed until it is disturbed, and then it puffs up and out like smoke.
