Maybe. But.... All plants root better when planted in some sort of planting medium. The general rule is: take your cuttings early in the day while the plant is fully turgid (hasn't wilted in the heat). Dip in a fungicide, dip in a growth hormone and plant in your chosen medium.
The problem with rooting in water is that plants that grow roots in water suffer major shock when transferred to soil - those little rootlets just can't take it.
