Black caterpillar, Armyworm?

Port Arthur, TX(Zone 9a)

I've found this caterpillar on both my pepper plants and on my tomato plants. There are some half eaten leaves, some with just holes and on one tomato plant there are some branches are missing all leaves. I have seen this and some small spiders on them as well. what are these and how do I get rid of them? I've been spraying with a neem oil/insecticidal soap mixture. This one didn't have it but the others(2) I found had a red tip(head?).

To kill caterpillars use a spray with the active ingredient Bacillis thuringiensis israelensis.
This is a bacteria specific to caterpillars.
One example of this product is Dipel.
