My plants are suffering, and I don't know what to do. I spray Neem oil, but it has done nothing...

Any expert advice would be much appreciated!

I noticed a touch of leaf miner on one of the leaves but not much. You might want to compare your plants to the symptoms of phytophthora. This has been a dry late spring and summer so make sure the soil is lose, has good organic composition and moat your plants so that when you water, the water soaks in deep.
