Hello! I'm wondering if I plant Boston ivy for privacy, If it'll be able to provide full coverage on my iron fence. Any thoughts? The vertical rods are spaces 4" apart.

Probably.
I would do this:
Buy small plants that you can untangle.
Untangle them and lay them along the bottom rung, and use tie tape to hold them there.
Train each stem up a different picket.
It may take some time to get established, but ultimately they have such large leaves that each leaf could span that 4" gap. If you can get most of the pickets supporting a twig, there should be LOTS of leaves to do the job.
