Its on my pandurata, species morning glory, for the last 3 yrs. Kills the above ground vines and stops seed production . It makes these raised blistered looking bumps with lvs turning yellow
some kind if virus, blight etc. There was no sign of it yesterday but today, its covered a lot
of territory, If I could find out what it is, I can see what would be most effective.
Does anyone have a clue?
I would research including the word 'gall'. While galls are often caused by an insect or mite, it seems this one is perhaps a fungus.

Diana, you solved it,. I'm sure this white rust is the culprit.
Copper fungicide should do the trick according to this article.
