Planted this tree last year. It grew by leaps and bounds. It has not leafed out this year, and it's mid-May. Are they late "bloomers".
Heritage River Birch has not leafed out
See if the twigs are still limber, or if they are dry and brittle. Also, you can make a small scrape with your fingernail on the bark lower down on the larger stems - if it's green beneath the outermost layer, it's alive.
Cultivated birches are barely starting to leaf out here, so it doesn't sound good given your position way down south and in a warmer climate, but it's good to wait in order to be sure.
