This is the third year my Magnolia Stellata has not flowered, just maybe the odd one or two. We have had quite dry winters, is this the problem ?

What is the trunk thickness on your magnolia?
Maybe you could post some pictures of your plant and the situation it is growing in.
Trunk caliper is not a likely culprit in blooming vs. non-blooming.
I was trying to gauge whether it was a young tree or not, i.e. a sapling less than a 1/2".
I understand.
Magnolias can and do flower at rooted cutting size. Since that is the standard for propagation of most members of this genus, the caliper of an individual plant is not likely to be a causal agent for flowering or not.
Awesome, a learning experience for me, thank you. Hopefully, by that token, my M. seiboldii will bloom this year. It's probably a second year sapling.
