Yellow dots on leaves of peach tree

Anyone know what's causing this and how to get rid of it? Might have watered the leaves instead of the soil one too many times. Could that have caused these yellow spots to appear?

Can you get a closer picture of a leaf with the spots, and turn the leaf over to see if the spots or any trace of them affects the other side.

The white powder is diatomaceous earth.

I suspect it is rust, but usually rust will show orange-red stuff on the bottom of the leaf, yellow spots on top.
