Looking for suggestions for a low area garden that gets very little sun and stays damp most of the time.
I want flowering perennials or colorful foliage or small to medium shrubs. Very new at this. Can you help?

Here is a list of plants that like shade from Penn State University. They really have it listed well so it's easy to see what plants like what in your zone.

Somewhat nearer to you-Plant Delights Nursery in Raleigh has a reputation of being excellent, and they have lots of unusual things. They are a bit expensive though. Here is a link to their list of moist shade plants. Other than that I can't help you much, Seattle is so different, and I have dry shade.
